Was paying or is paying?
Was paying - it a quote from a book set in a quasi-utopian future where the UK is no longer part of the EU. Obviously, in the real world, we are still paying the EU premium...
The book is worth reading (I got a free copy; I don't know whether the TPA is still offering free copies).
