That is the same exact picture, and since you saw the one of Bush a few years ago, the current of Hilary Clinton is a fake. If you look closely, you can see that the wrinkles in the banner are in the same exact places and you can see the man in the hat at the bottom right of the picture and the same man's face to the left of the picture.
Erm, there's no real comment policy other than "don't libel anyone" and "don't use the comment section to try to sell your products". If you do either, I will delete the comments without warning. Otherwise, you can pretty much write what you want.
